Check if you see the following output for these commands, 

% which mri_sclimbic_seg
/usr/local/freesurfer/7.4.1/bin/mri_sclimbic_seg

% which fspython
/usr/local/freesurfer/7.4.1/bin/fspython

Try running that command as listed below followed by your own arguments to it, i.e. try,

%  bash -x `which mri_sclimbic_seg` --s HAB_008_CST_2.4

... and send along the output ...
