I am using remote desktop connection, so I am putting it into the terminal on the Linux computer itself.  Does the notation need to change at all if I am using TCSH and not BASH?

do know it has worked for various people.

You are setting the environment variable on the server side, correct? If
not its simply being unset when you ssh to the server. Try setting it
manually on the command line right before calling the tkregister command.
