Thank you Dough, that is what I did eventually, but was not sure if something went wrong with the processing for it to not create the folder.
you can make it with mkdir tmp

Ideally, when we run recon-all, it creates following sub-directories underneath each subject directory, and "tmp" folder is one of them where we usually save our control.dat file. For me when I ran recon-all it created "tmp" folder for some of them whereas skipped for rest.

touch
trash
