Besides what Krish told you, you should disable effects in Ubuntu preferences->appearance. Otherwise you'll have a window without border.

Also, you should turn on Auto redraw in TKSurfer.

Notice that setenv is for csh, if you are using bash you should do
export doublebufferflag=1
tksurfer
