Sorry, I don't know what is going on with qdec. Why do you need to do this in qdec? If it is to draw labels, then you can also use tksurfer.

I've tried these two command lines:
qdec --table qdec.all_subjs.table.dat --surface
O_Nap_04MB/surf/rh.pial --label

qdec --table qdec.all_subjs.table.dat --average O_Nap_04MB
--surface O_Nap_04MB/surf/rh.pial --label
O_Nap_04MB/label/rh.M1_v4.label
I get the same results.
