As per advise, I checked that my C drive still has 66.3 GB of free space.

 

Next, when I followed the instructions of how to disable Hyper-V, it has already unchecked.

 

VM is still not working... Would you please help with this? Thank you.

Check to make sure that you are not running low on disk space on your C drive.  I would try to keep at least 10 - 30G of free space on your boot (C) drive.

If there is no issue with disk space, then it’s possible the Windows “hypervisor” is interfering with VirtualBox.  See the instructions at this URL a little more than half way down the page, about how to Disable Hyper-V in the Control Panel on Windows 10, MailScanner has detected a possible fraud attempt from "secure-web.cisco.com" claiming to be https://docs.microsoft.com/en-us/troubleshoot/windows-client/application-management/virtualization-apps-not-work-with-hyper-v

You should reboot your machine after disabling it.
