Use mri_label2label to create a mask (--outmask), then use mris_apply_reg with --no-rev to map the mask into fsaverage space. With all your subjects' masks in fsaverage space, run

mri_concat mask1 mask2 ... --mean --o mask.mean.mgh

Dear freesurfer experts,

  I have several individual surface label files (eg, lh.MT.label)in the same region,  how could I merge them and create a max probability map surface label file?
