[Mne_analysis] IMPORTANT: New license file

Hello,

Attached please find an updated license file for the MNE software. As  
instructed in the MNE Manual, this file resides in $MNE_ROOT/setup/ 
mne/LICENSES

Please replace the existing license file with this one before the end  
of this month.

The license file on the the MNE download website has been updated as  
well.
