[Mne_analysis] mne_kit2fiff and the 2GB file size limit

Downsampling the data is not a bad option, but it would make my life easier
if I could use my existing pipeline as is.

The size of the original SQD file is around 1.3GB. That's about an hour's
worth of data, sampled at 1000Hz.
