[Mne_analysis] raw.plot_psd

Is Welch's average periodogram what I described or what is utilized in
raw.plot_psd? And one more thing: how does raw.plot_psd cope with segments
annotated as bad (in my case, those are segments of duration 0 sec where
raws were concatenated)?
