I've searched the WIKI and didn't see any instructions on how to view the following files:
average/lh.atlas2002_simple.gcs - lh atlas average/rh.atlas2002_simple.gcs - rh atlas
Is there a utility provided to do this, or can someone tell me what the file format / contents of these files is?

why do you need to view the atlas? It's a homegrown binary format.

One way to do it is with:
mris_ca_label -ml-annot gcs icoorder annot
gcs = lh.atlas2002_simple.gcs icoorder = 7 annot = lh.atlas2002_simple.annot
You can then load it onto an averaeg subject (such as average7) just like any other annotation. We are building this into the scripts that make the average subject.
I just added this to mris_ca_label last week, but you can get the most recent version from here: ftp://surfer.nmr.mgh.harvard.edu/transfer/outgoing/flat/greve/mris_ca_label
