not sure what you mean by "reconstruct", but we do distribute the atlas. The files can be found in $FREESURFER_HOME/average/*DKT*.gcs, although I don't think we have documented the details of the .gcs file format (it holds a bunch of information including spatial priors and priors for the MRF that we apply)
