yes, it can be used with subjects processed prior to v5. there is nothing v5 specific about the rois (it just happened that they became available in this release). the fsaverage subject is the same as v4.

it will take a bit of freesurfer expertise on your part to make use of these, as you would need to:
- identify which labels (ROIs) are of interest to you (by viewing
