I did not get an error message when running the recon-all -localGI command and I am using freesurfer version 7.1.1.

I tried that and it did not help, I am still getting the same error message. I did not get any errors when originally running the recon-all local GI command

Try removing the trailing slash (/) from the subject name after --annot
